Steer clear of the windows while you make your way to the corpse of Tom Cooper, and then look for to spy some pieces of GLOO in the rafters where you dropped down. The Grav Shaft here is powered down, and the door to the nearby Information Booth needs a key. Be sure to grab the Wrench and Neuromod in the duct before exiting out into the control room. Instead, look above at the battered ceiling installation for a pathway up to a duct that gets you an alternate entrance in - bypassing the defended foyer exit.
